Abstract

The real human development plan is placing humans as the ultimate goal of development, and not as a tool for development. This is different from the concept development that gives primary attention to growth economics, human development introduces broader concepts and more comprehensive that covers all options owned by humans in all classes of society at all stages development. Human development is also a realization of purpose the long term of a society, and put development in around humans, not humans around development.
